Construction Manager at Risk
Submittal
CMR firms are invited to respond to the project-specific requirements and evaluation criteria described in the RFQ document. Generally, the submittal, referred to as a Statement of Qualifications (SOQ), will include relevant experience and other requested information about the team.


Negotiation
The University will attempt to negotiate scope, fees, terms and conditions with the highest ranked firm first. Upon successful negotiation the project-specific contract will be executed with the selected firm.
Description
A Construction Manager at Risk (CMR) is selected, via a qualifications based process, to provide fee based pre-construction phase services and Guaranteed Maximum Price (GMP) based construction services for specific projects. The types of projects vary from providing new buildings, to additions, renovations, and infrastructure projects. Notification and submittal requirements are advertised in a project-specific Request For Qualifications (RFQ). The invitations are advertised in the Tucson area in the Daily Territorial classified newspaper and generally in two Phoenix area classified newspapers: the East Valley Tribune and the Scottsdale Tribune; as well as being posted on this website.



Selection
The RFQ responses (SOQs) are evaluated by a selection committee uniquely assembled to evaluate the firms submitting for the specific project. The committee determines a shortlist of firms most qualified for the project. Those firms are invited to participate in an interview more specifically focused on team's project approach. The shortlisted firms are then ranked.
