Projects utilizing the JOC selection/delivery process are primarily associated with renovation and alteration work in existing facilities, building additions and some small stand-alone facilities. Examples include space renovations, fire protection, life safety, utility upgrades, building equipment/systems and disabled accessibility.
The database created from the submittal information and JOC is used by the University to develop a ranked shortlist of qualified contractors for specific services on the individual project. Shortlisted firms may also be contacted for additional evaluation information. This information together with past performance evaluations, if they exist, is used to develop a ranking of firms best qualified for the project.
The University and Job Order Contractor will discuss and negotiate the project scope, quantities and schedule relative to the project-specific construction documents and the contract that already exists between the Job Order Contractor and the University. Upon successful negotiation and pricing a work order is executed and Notice To Proceed is issued.
A Job Order Contract (JOC) is a competitively procured, fixed-price, indefinite-quantity contract. It includes a wide variety of individual construction tasks that have established unit prices. Generally, contractors for projects which are anticipated to remain below $2 million in construction cost are eligible. Projects over $1 million are reviewed on a case by case basis by the procurement office for approval to use the JOC delivery method. The RFP invitations are advertised in the Tucson area in the Daily Territorial classiifed newspaper and generally in two Phoenix area classified newspapers: the East Valley Tribune and the Scottsdale Tribune; as well as being posted on this website. The RFP specifies selection criteria and submittal information including: licensing, qualifications, experience, demonstrated project management ability, and subcontractor capabilities. The price proposals from the qualified proposers will then be evaluated and ranked. The University negotiates terms and conditions and then executes Job Order Contracts with the selected highest ranked firms. The contract fixes the unit pricing coefficient and other terms.
